The Project on International Affairs (PIA) Seminar Series brings outside speakers to UC San Diego to discuss their research in the field of international relations. These seminars are intended for faculty members and graduate students but are open to all interested members of the academic community and the general public. The calendar is updated frequently, so please check back on this web page for the most current information on upcoming PIA speakers and other special events.

The Project on International Affairs (PIA) at the Institute for International, Comparative and Area Studies (IICAS), and the Laboratory on International Law and Regulation (ILAR) at the School of International Relations and Pacific Studies (IR/PS), are pleased to present the fourth annual International Relations Speaker Series. Combining PIA and ILAR efforts, the series features speakers discussing research in the field of international relations, and a wide array of issues, from environment and energy to human rights, and trade and security.

Scholars have long suspected that the diffusion of information and communication technologies (ICTs) could substantially alter the contours of collective violence in developing nations. However, empirical investigations of such effects have generally been hampered by an inability to systematically measure geographic variation in ICT penetration across multiple technologies and multiple countries. In this paper, Warren shows that geo-referenced household surveys can be used to estimate differences in the spatial reach of radio, television, and cellular communications infrastructures in 24 Sub-Saharan African states. By combining these estimates with geo-referenced measures of the location using disaggregated events of collective violence, Warren shows that there are important differences between centralized "mass" communication technologies -- such as radio and television -- that foster vertical linkages between state and society, and decentralized "social" communication technologies -- such as cell phones – that foster horizontal linkages between the members of a society. The evidence demonstrates that the geographic reach of "mass" media penetration generates substantial pacifying effects, while the reach of "social" media penetration generates substantial increases in collective violence, especially amongst non-state (i.e. 'communal') actors. Warren argues that these findings are consistent with a theory of ICT effects which focuses on the strengthening and weakening of economies of scale in the marketplace of ideas.

T. Camber Warren is an Assistant Professor in the Department of Defense Analysis at the Naval Postgraduate School. He has previously served as a Postdoctoral Research Fellow at the Niehaus Center for Globalization and Governance at Princeton University, and at the Center for Comparative and International Studies at ETH Zurich. He received his Ph.D. in Political Science from Duke University in 2008, and has published articles in International Organization, the Journal of Conflict Resolution, and the Journal of Peace Research.

"When Leaders Matter: Rebel Experience and Nuclear Proliferation"

This paper contributes to a growing literature on leaders in international politics by explaining why and how the background experiences of leaders influence nuclear proliferation. Given nuclear weapons' crucial role in world politics, examining the importance of leaders for nuclear proliferation represents a key development in research on leaders. We argue that leaders with a particular experience -- participation in an armed rebellion against the state -- are more likely than their non-rebel counterparts to pursue nuclear weapons. Former rebels are aware of the contingency of their rule and more likely to value weapons that could bolster national independence. Drawing on a new dataset on leader participation in rebel activities, we analyze 1,322 leaders in office from 1945 to 2000. The results strongly support our theory, even when accounting for leader selection. Our findings underscore the value in using leaders -- not just states -- as a unit of analysis in international relations research.
